About the role

ICF is seeking candidates for the role of HR Specialist , a mid‑level professional position responsible for performing independent, end‑to‑end human resources work across one or more functional areas in support of ICF clients. The HR Specialist plays a critical role in delivering high‑quality, compliant, and timely HR services by executing assigned HR processes, applying established policies and guidance, and exercising professional judgment to address routine to moderately complex workforce needs.

What you'll bring

• Bachelor’s degree in human resources, business administration, psychology, public administration, or a related field or an equivalent combination of education and relevant professional experience.
• 3 years of progressively responsible experience in human resources or a closely related administrative or operational role.
• Demonstrated experience performing transactional HR work and applying established policies, procedures, and guidance.
• Strong attention to detail and ability to manage multiple priorities in a deadline‑driven environment.
• Proficiency with Microsoft Office applications and experience using HR information systems or applicant tracking systems.
• Effective written and verbal communication skills and ability to work collaboratively with diverse stakeholders.
• Experience supporting HR functions in a regulated, public sector, healthcare, or complex organizational environment.
• Exposure to recruitment, staffing, personnel actions, or employee lifecycle processes.
• Familiarity with compliance‑oriented HR documentation and audit requirements.
• HR certification (e.g., PHR, SHRM‑CP) or progress toward certification.
